The review finds that the IIED/Reconcile program demonstrates an innovative approach to pastoralist development work and is highly respected for its participatory methods and long term commitment. It was found to be practicing what many project preach but fail to implement. The rationale for the project and its approach are appropriate to the situation in the region. The generic training course is highly successful and participants experience genuine learning. Useful networks have been created and this has been credited with prompting important initiatives for influencing policy in support of pastoralism, and the project is seen to have a catalytic role in pastoralist CSOs initiating a range of initiatives. It is recommended that the generic course includes more work on gender issues, research findings are made more quickly accessible, the capacity of local CSOs built directly and new models developed so as to spread the work more evenly across the region.
